Mr Swan is the attorney referred to me by Lee County Sheriff’s officer John Farmer. The first day we met Swan advised me that Farmer had briefed him on the case. I questioned him on his knowledge of a Cities duties to provide and protect the rights of the residents. He passed my test, he knew the laws. We had one disagreement on drainage. I told him that a new property redevelopment cannot alter the roof surface so the neighboring property receives the stormwater runoff. He stated that a redeveloper can alter the roof surface as long as he install guttering and downspouts to divert the stormwater to the city drainage ditch. I agreed he was right. I hired Swan to sue the City. He took $100 check on that day stating he needed that amount to cover the filing fee. Swan advised me that we would sue both parties.
